Japan's New NISA: A Guide for Foreign Residents

🌏 A note for readers outside Japan
This article is about systems and services available only in Japan, so the practical details are mainly for people living here. If you're curious about how a Japanese homemaker manages her family's money, I'd be happy to have you read along.
If you live in Japan, you may have heard the term "NISA" — but perhaps never looked into it, assuming it was only for Japanese citizens. Good news: most foreign residents in Japan can open a NISA account and start investing tax-free.
In this post, I'll explain what Japan's New NISA is, who can use it, and why it's a much better tool for long-term savings than insurance-based savings plans.
What is Japan's New NISA?
NISA (少額投資非課税制度) is Japan's tax-free investment account, similar to an ISA in the UK or a Roth IRA in the US. The "New NISA," launched in January 2024, is a significantly improved version with no time limit and a higher investment ceiling.
- Two investment tracks: つみたて投資枠 (annual limit: ¥1.2M) for regular index fund investing, and 成長投資枠 (annual limit: ¥2.4M) for broader investments
- Lifetime limit: ¥18 million total
- Tax benefit: All gains and dividends are completely tax-free
- No expiry: Unlike the old NISA, there is no time limit on how long you can hold your investments
Can foreigners in Japan use NISA?
Yes — as long as you meet the following conditions:
- You are registered as a resident in Japan
- You have a My Number card
- You are 18 years old or older
Most visa types are eligible, including work visas, spouse visas, and permanent resident visas. Short-stay tourists and those without resident registration cannot use NISA.
NISA vs. Insurance Savings Plans
Many people in Japan — both Japanese and foreign residents — are sold insurance savings products (貯蓄型保険) as a way to save for education or retirement. While these feel "safe," they often underperform over the long term.
| Insurance savings plan | New NISA |
| Long-term growth | ✕ Low return | ◎ Best option |
| Inflation protection | ✕ Difficult | ◎ Long-term coverage |
| Early withdrawal | ✕ May lose principal | ◎ Any time |
| Tax benefit | △ Deduction only | ◎ All gains tax-free |
| Cost transparency | ✕ Often opaque | ◎ Clear, low-cost |
The key insight: insurance is a tool for managing risk (illness, death, accident). It is not an efficient tool for growing wealth. Keep insurance minimal and use NISA for long-term savings.
How to Get Started
Opening a NISA account in Japan is straightforward, even for foreigners. Here are the basic steps:
1
Choose a securities company
Popular online brokers in Japan include SBI Securities (SBI証券) and Rakuten Securities (楽天証券). Both offer full online account opening and have English support pages.
2
Open your NISA account online
You will need your My Number card (マイナンバーカード), your residence card (在留カード), and a Japanese bank account. The process is mostly online and takes a few days for approval.
3
Set up automatic monthly investing
Choose a low-cost index fund such as eMAXIS Slim (All Country) or eMAXIS Slim (S&P500), set a monthly amount, and let it run automatically. Start small — even ¥1,000 a month is a valid start.
In summary
Japan's New NISA is one of the best tools available for long-term wealth building — and it's open to most foreign residents. The key is to separate the role of insurance (risk protection) from the role of NISA (long-term growth), and to start investing as early as possible.
If you're living in Japan and haven't looked into NISA yet, now is a great time to start.
